Continuum of Care (CoC)

The San Bernardino City and County (SBC) Continuum of Care (CoC) is a communitywide network of organizations and partners that coordinates housing and services for people experiencing or at risk of homelessness. The CoC brings together local governments, service providers, housing agencies, people with lived experience, and other community partners to plan and coordinate the local homeless response system, establish priorities, improve services and housing outcomes, and oversee the use of HUD CoC Program funding.

The SBC CoC strives to have representation from organizations including nonprofit homeless providers, victim service providers, faith-based organizations, governments, businesses, advocates, public housing agencies, school districts, social service providers, mental health agencies, hospitals, universities, affordable housing developers, law enforcement, organizations that serve homeless and formerly homeless veterans, and homeless and formerly homeless persons.

The CoC Board is the policy making body for the Continuum of Care. The CoC and the Office of Homeless Services work together to ensure the CoC fulfills its responsibilities under HUD requirements and the locally adopted Governance Charter. The CoC Board as the governing body of the Continuum of Care, provides leadership and oversight for the community’s coordinated response to homelessness. The Board represents diverse community perspectives and is responsible for establishing policies and priorities, guiding system planning, overseeing CoC activities, making funding-related decisions and recommendations, and promoting accountability and collaboration across the homeless response system.
